JUDGMENT OF RECORD ·
Hyperscalers now pay to add megawatts to the grid, not just claim them. Google's 890MW nuclear uprate deal funds new PJM output it says households won't pay for.
On Oct 6 Google and Constellation signed a 20 year PPA for 890MW of uprates across 11 nuclear units in Illinois, Pennsylvania and New Jersey, the first due by 2028. A separate 15 year deal covers 2.7GW from Constellation's operating PJM fleet, not tied to one plant. Constellation will invest $4.3B. Google cites the White House Ratepayer Protection Pledge and says residential customers will not carry the cost.
The market priced the template the same day. Constellation rose 12.4%, Vistra 8.8% and Talen 7%, per Yahoo Finance. On Oct 5 Amazon's Homer City filing paired 36 data centers with a 4.5GW gas plant under construction. Yesterday's MISO call held that large loads must bring supply; this deal shows them paying for it.
The layer moving is capital. Hyperscaler contracts now finance generation, and uprates are the fastest new megawatts because they skip greenfield siting. Distribution Capture governs: contracted firm output in PJM is the scarce gate. Confidence is Medium. Two primary releases and price action agree, but delivery is years out and each uprate still needs NRC approval.

WHAT WOULD PROVE THIS WRONG
Constellation pushes the first Google uprate past 2028, or a PJM state regulator finds the deal shifts costs to residential customers before Dec 31, 2027.
