Large US reactors now have a buyer with cash. Korea's $10B advance under a $120B framework makes Westinghouse supply orders the next test, not permits.
On Sept 30 the US and Korea announced Project Power, up to $120B for eight large reactors: six AP1000 units on federal sites and two APR1400 units. The Commerce fact sheet names a $10B advance payment by year end for long lead items. Brookfield says Korea will take a 5% to 10% cornerstone stake in Westinghouse. Cameco puts Westinghouse's value per APR1400 at about $2B in licensing, engineering and fuel. All terms are non binding.
The same package named Project Star, a 6,472MW gas plant in La Salle County, Texas, at $22.3B, to serve AI data centers from 2029. On Oct 1 Enerflex announced about 450MW of grid free gas generation for a data center developer, delivered in 2027 and 2028. Large loads are buying firm power around the grid queue.
The layer moving is capital. Sovereign money now funds the first reactor orders. Distribution Capture governs: the owner of the reactor design collects on every unit, including a partner's. Confidence is Medium: the advance is specific, but nothing is binding yet.

WHAT WOULD PROVE THIS WRONG
The $10B advance is not paid by Jan 31, 2027, or no binding contract for a US AP1000 unit under the framework is signed by Sept 30, 2027.
