Nuclear licensing time is turning into a number planners can bank on. A 14 month NRC review for TVA's first small reactor shortens the path to firm power.
The NRC issued TVA a construction permit for Clinch River on Sept 29. It is a 300MW GE Vernova Hitachi BWRX-300, the first US permit for that design. The review took 14 months and finished four months early. The NRC called it a repeatable licensing path.
Firm power is short. Gas turbine delivery quotes run into the early 2030s, per a Sept 29 Utility Dive review. PJM asked FERC to approve a backstop auction for a 6,831MW shortfall with 15 year terms by Sept 29, and no order was found by Sept 30. NYSERDA awarded 950MW of storage on Sept 28.
The layer moving is regulation. Faster permits cut the schedule risk lenders price into new reactors. Developer Gravity is the signal to watch as projects cluster on one design, still Inactive at three. Cost is unproven. TVA still needs an operating license.
