The fastest new grid capacity is now in existing wires. DOE's SPARK awards make reconductoring the first move before new lines.
DOE selected 31 SPARK projects in 26 states on Sept 24. Federal grants of $1.9B pull in $3.35B of utility cost share, $5.25B in all. The work reconductors or rebuilds over 1,500 miles of lines and adds sensors and dynamic ratings on nearly 21,000 miles. DOE says this frees over 23 GW of capacity.
Awards reached named utilities within a day. CenterPoint Energy in Houston received $50M on Sept 24. On Sept 25 PPL Electric Utilities detailed up to $71.5M to reconductor about 29.3 miles of 230 kV line in Pennsylvania with advanced conductor and fiber sensing. Brent traded at $102.75 on Sept 25, so fuel costs will not ease power bills soon.
The layer moving is infrastructure. Utilities earn more on new corridors than on upgrades, yet DOE paid them to upgrade. Capacity that took a decade of siting now arrives on existing rights of way. The governing signal is Distribution Capture.

WHAT WOULD PROVE THIS WRONG
DOE fails to sign final award agreements for at least 20 of the 31 SPARK selections by June 30, 2027, or a selected utility withdraws its project to file a greenfield line on the same corridor.
