Binance invested $100M in Circle on Sept 22 and renewed its USDC agreement for five years. Fee terms were not disclosed. On Sept 18 the OCC granted conditional trust charters to three firms, including a white-label stablecoin issuer and a bank for AI agents.
The layer moving is regulation, through agencies rather than Congress. The CLARITY Act failed a Senate cloture vote on Sept 15. The OCC and SEC are writing the path instead. The ECB launched Pontes on Sept 21 to settle tokenized assets in central bank money.
The governing signal is Distribution Capture. Exchanges and wallets hold the customer, and issuers now pay in equity and revenue share to keep them.
