Data centers are being made to buy their own grid capacity. Google's Georgia nuclear deal and California's new laws set a price on connecting.
Georgia Power and Google announced on Sept 24 that Google will fund 96 MW of nuclear uprates at Vogtle and Hatch through a subscription fee on its bill. Georgia Power projects about $900M of lifetime benefit to other customers. The Public Service Commission must approve it.
Governor Newsom signed seven data center bills on Sept 23. SB 1168 makes data centers cover the grid upgrades they require. SB 886 orders a separate rate class for sites of 25 MW or more. Victoria, Australia proposed on Sept 24 that data centers match new demand with new generation.
The layer moving is regulation. Grid access is no longer a queue position. It is a purchase, and buyers who fund generation connect first. The governing signal is Distribution Capture.

WHAT WOULD PROVE THIS WRONG
The Georgia PSC rejects the Google uprate subscription, or the CPUC sets its data center rate class at or below existing large industrial rates by Dec 31, 2027.
