Firm clean power counted on for 2027 is slipping at the reactor and in the queue. Gas plans and kept open coal are filling the gap.
Holtec confirmed on Sept 25 that fuel loading at Palisades stopped after a used assembly tilted in the reactor. The core needs 204 assemblies. Holtec must file a license amendment with the NRC just to retrieve it, and later operating modes wait on NRC approvals. WWMT reports no restart date. Holtec is contracted to supply power by March 2027.
FERC rejected Oklo's complaint against PJM on Sept 24. Its 750 MW Virginia project, 150 MW of it nuclear, faces at least 18 months of delay, and five similar complaints are pending. On Sept 25 DOE issued its 49th emergency order of 2026, keeping Craig 1 coal running to Dec 25. On Sept 24 Fervo reached first power on a 33 MW geothermal block.
The mechanism: new firm supply clears plant and queue gates slowly, while load arrives on schedule. Utilities fill the gap with assets they already control. The layer moving is regulation. The governing signal is Distribution Capture.
