PJM's new firm power will come through private contracts first. FERC froze the 6.8GW backstop auction until February, and Amazon moved the next day.
FERC accepted PJM's reliability backstop procurement on Sept 29 but suspended it five months, to Feb 28, 2027. The target is 6,831MW of new supply online by June 1, 2032. PJM pulled its Sept 30 to Oct 21 bidding window. Chair Laura Swett called it a flawed, eleventh hour mechanism, citing cost allocation and collateral rules.
On Sept 30 Constellation and Amazon signed a 20 year deal for 690MW from Calvert Cliffs, including about 190MW of new uprate capacity due 2030 to 2032. Constellation cited more than $3B of investment. PJM's design lets confirmed bilateral contracts offset the backstop target.
The layer moving is regulation. The regulator slowed the public auction, so large buyers fill the gap with direct contracts. Distribution Capture governs: owners of firm generation set terms with hyperscalers. Confidence is Medium: one deal so far, and a fixed auction could clear by spring.

PJM runs the backstop auction by March 31, 2027 and clears the full 6,831MW, or no new hyperscaler deal above 300MW for PJM generation is signed by then.
