JUDGMENT OF RECORD ·
The Pentagon's fast lanes for new money now carry political risk. Oversight of OTAs and Strategic Capital loans could slow the channels new entrants rely on.
On Oct 9 ProPublica reported that a Pentagon office run by George Kollitides II gave Alvarez & Marsal Federal almost $350M in two other transaction agreements, including a $281M no-bid consulting deal. Kollitides was a longtime partner at the firm's sister private equity arm and helps lead the Office of Strategic Capital. The Pentagon says he complies with all ethics rules. About $31M has been paid.
Two other moves fit the pattern. On Oct 9 trade press reported the Pentagon and Lockheed are weighing a 10-year F-35 production and sustainment buy, with output near 156 jets a year. On Oct 8 the European Commission paid out EUR 1.24B for Ukrainian-made drones and missiles from a EUR 90B loan. Yesterday's call held that interceptor money stays with the primes.
The layer moving is regulation. OTAs and Strategic Capital loans are the tools built to fund firms outside the primes. A conflict case puts both under scrutiny, while decade-long deals keep prime volume locked. Distribution Capture governs and stays Active. Confidence is Low: one investigative outlet, a firm denial, and no congressional action yet.

WHAT WOULD PROVE THIS WRONG
The FY2027 NDAA passes with no new disclosure or approval limits on OTAs or Office of Strategic Capital loans, and OTA production awards to non-traditional firms keep their pace through March 2027.
