JUDGMENT OF RECORD ·
Army command and control now has a platform owner, and value sits with the data layer. Anduril's $162.8M base award tops the $93.6M shared by nine app vendors.
On Oct 6 the Army gave Anduril a five year award worth up to $1.8B to extend NGC2 to I Corps, which commands four divisions. The base period is $162.8M for the common data layer. Anduril beat Lockheed Martin for that layer in June. On Oct 7 the Army said nine app vendors, including General Dynamics Mission Systems and Onebrief, share about $93.6M for one year.
The Army names Anduril, Palantir, Raft and Striveworks as data layer providers, and new apps will come through a Commercial Solutions Opening. Also on Oct 7, a Pentagon memo dated Oct 6 set up the FORTRESS America office to harden bases, energy and supply chains. It gave no budget.
The layer moving is distribution. Apps must plug into a data layer a new entrant leads, the way phone apps go through a platform. Distribution Capture governs and flips to Active on this evidence. Confidence is Medium: both awards are primary, but most of the $1.8B is ceiling, not obligated money.

WHAT WOULD PROVE THIS WRONG
The Army recompetes the NGC2 data layer or splits I Corps work across vendors before the $162.8M base period ends, or obligates less than the base amount.
