JUDGMENT OF RECORD ·
Drone buying is getting its own chain of command. Hegseth created a new command with acquisition authority and moved DIU's chief to run unmanned buys.
On Sept 30 Defense Secretary Hegseth announced an Autonomous Warfare Command with service-like authorities to fuse procurement with operations, led by a four star, with a target stand up of Oct 1, 2027. On Oct 2 DIU director Owen West took leave to run the direct reporting portfolio manager for unmanned systems. Deputy Travis Metz, who ran the Drone Dominance program, became acting DIU director. Both report to Hegseth.
Volume orders are already flowing. Drone Dominance named Neros and Perennial Autonomy as Gauntlet II leaders on Oct 1, with 14,000 Neros drones ordered for about $100M and 8,000 from Perennial. Phase 3 is expected in spring 2027.
The layer moving is capital allocation inside the Pentagon. One command that buys and fights can move money around service programs of record. Interface Shift governs: forces now organize around machines. Confidence is Medium: the command is announced, but its budget is unstated.

WHAT WOULD PROVE THIS WRONG
Congress denies Autonomous Warfare Command its own acquisition authority or budget line in FY27 or FY28 law, or the stand up slips past Oct 1, 2027.
