JUDGMENT OF RECORD ·
The Pentagon is moving drone buying from the services to a new four star command. Money lags: the stopgap bars new starts and the $54.6B request waits on Congress.
Defense Secretary Hegseth announced an Autonomous Warfare Command at Quantico on Sept 30. It gets service like authorities and its own procurement power, to buy and field autonomous systems without waiting on each branch. Formal stand up is projected for Oct 1, 2027. Project Agincourt, led by DIU director Owen West, starts the work now.
The FY27 request holds $54.6B for autonomous warfare, pending Congress. Fiscal 2027 opened Oct 1 under a stopgap through Dec 11 that bars new production starts and rate increases. The same speech launched Fortress America, which requires bases to generate their own power and stock munitions and fuel.
The layer moving is distribution. One command that buys and fights would hold the gate drone vendors must pass. Distribution Capture is the signal to watch, still Inactive. Confidence is Medium: the authority is announced, but funding and statute are not.

WHAT WOULD PROVE THIS WRONG
Congress funds autonomous warfare below $20B in FY27 appropriations, or the FY27 defense authorization bill withholds the command's own procurement authority.
