The Navy's reopened sea drone marketplace ends one-shot MUSV wins, so vessel share stays contestable and open autonomy software decides who scales.
On Sept 24 the Navy said it will add medium unmanned surface vessels and new vendors to the drones.mil marketplace through a Commercial Solutions Opening. Vessels must run at least 10 days unmanned, carry two containers and be ready to demonstrate at submission. Scoring covers open-architecture autonomy compatibility and rapid-production scalability. The same day the Navy stood up a warfighting development center in Norfolk to set tactics and standards for air, surface and undersea drones.
This reopens a contest the Navy narrowed in May, when it picked seven of about two dozen designs and drew suits from Saildrone and Blue Water Autonomy. Congress put $5B in the 2026 reconciliation act toward 36 MUSVs. The Army's drones.mil store passed $750M in sales by Aug 14 with 23 allied nations signed. A rolling marketplace keeps share open, and the autonomy stack, not the hull, becomes the scored asset.
Capital is betting the same way. TEKEVER raised $580M at a $6.4B valuation on Sept 23, selling unmanned aircraft bundled with software and sensors. The governing signal is Distribution Capture, still Inactive: the marketplace is a buyer-run gate that charges no toll.
