JUDGMENT OF RECORD ·
Taiwan arms timing now follows summit politics, so Taiwan's rising budget will favor domestic builds and direct vendor ties over US approvals.
Xi Jinping began a three-day state visit to Washington on Sept 23 and met Trump on Sept 24. Xi urged Trump to oppose Taiwan independence. A $14B US arms package for Taiwan remains on hold after Trump called such sales a bargaining chip with Beijing.
Taiwan is not waiting. It plans defense spending above 3% of GDP in 2027 and 5% by 2030, and showed its domestic Cheetah armored vehicle in live fire hours before Xi landed. Anduril said on Sept 24 that Taiwan's Army fired its Altius-600M at Jiupeng and that it seeks deeper work there.
When government to government sales stall, buyers fund local production and direct partnerships. Washington's approval is the gate, and it is closed for now. The shift is early, so confidence is Low.
