Multiyear missile awards are running ahead of the money. The $20.7B AMRAAM deal cannot reach full rate until Congress passes full year FY27 defense funding.
Raytheon won a $20.7B multiyear AMRAAM contract on Sept 28, for five years plus two option years and at least 1,900 missiles a year. Reuters called it provisional and said Congress has not appropriated funds for the full commitment. The stopgap runs to Dec 11, 2026, bars new multiyear contracts and left out the munitions exception the White House asked for. Only 3 of 12 FY27 bills had passed the House.
Capacity moved elsewhere the same day. Starship reached orbit on Sept 28 and deployed 26 V3 Starlink satellites, each with about 10x the downlink of V2, despite losing an upper stage engine on ascent. EU states approved five joint defence projects on Sept 28 with 325M euros from EDIP, per one outlet.
The mechanism: award size outruns obligation authority, so suppliers carry scale up cost before cash arrives. Primes and their propulsion suppliers wait on the calendar. The layer moving is capital. The governing signal is Capital Flood.
