JUDGMENT OF RECORD ·
Startups have reached production parity in naval drones. The Navy split 30 robotic ships evenly among Saronic, HII and Galliano at about $40M each.
The Navy will buy 30 medium unmanned surface vessels for about $1.2B, roughly $40M each, per Sept 30 reporting. Galliano Marine Services, HII and Saronic each build 10 under production other transaction agreements. First deliveries come before the end of FY27. Leidos, PacMar and Sea Machines get $15M each for prototypes and a listing on the Drones.mil marketplace. Per company values were not disclosed.
The Navy dropped high speed and at sea refueling requirements to keep more builders in, and two excluded firms have sued. On Sept 30 the Air Force also gave Boeing $2.38B for 22 F-15EX jets, about $108M each, using money that had to be obligated before the fiscal year closed.
The layer moving is distribution. A startup won the same share as the largest US Navy shipbuilder, and runners up stay in a marketplace for later orders. Profit Migration is the signal to watch, still Inactive. Confidence is Medium: several outlets agree, but no Navy release was loaded and award values are undisclosed.

WHAT WOULD PROVE THIS WRONG
Saronic fails to deliver its first MUSV by Sept 30, 2027, or the Navy awards the next MUSV lot mostly to HII.
