Drone and missile defense money now waits on Congress, not the Pentagon. A stopgap through Dec 11 freezes $54.6B for DAWG and Golden Dome's top line.
FY27 opened Oct 1 on a continuing resolution through Dec 11, freezing over 150 new starts, per Industrial Base Alpha. The FY27 request for the Defense Autonomous Warfare Group is about $54.6B, up from about $225M, and all of it sits in a reconciliation package. Golden Dome needs $17.1B of $17.5B from the same package. Gen. Michael Guetlein said the program ends without continued funding.
The reorganization continues anyway. On Oct 2 the Army created a Futures and Autonomous Systems Command with its own portfolio acquisition executive for autonomy. The same day the Pentagon named In-Q-Tel to scout technology for its critical technologies office.
The layer moving is capital allocation. Commands and contract ceilings exist; appropriated cash does not. Capital Flood governs: valuations ran ahead of obligated money. Confidence is Medium: the freeze is documented, but reconciliation could pass quickly.
