JUDGMENT OF RECORD ·
Missile defense is the primes' annuity. Raytheon won up to $6.3B over five years for SM-3 IB, and Lockheed self-funded its next Patriot interceptor.
On Oct 8 Raytheon said it won a multi-year contract worth up to $6.3B for SM-3 Block IB production and sustainment, five years plus two option years, to replenish interceptors used in combat. Quantity was not disclosed. Work runs mainly in Tucson and Huntsville.
On Oct 9 Lockheed unveiled PAC-3 Edge for the Army's Future Interceptor competition, with testing in 2027 and deployment targeted for 2031. It cites $250M of its own money in its seeker center. On Oct 10 the Coast Guard's $247.8M order for four MQ-9B drones was reported.
The layer moving is capital. Multi-year deals lock interceptor volume to incumbents for years, while small drone buys stay near $1B. Profit Migration governs and stays Inactive. Confidence is Medium: contract values are public, but quantities and margins are not.

WHAT WOULD PROVE THIS WRONG
The Pentagon cuts SM-3 IB orders under the new contract before FY2028, or a non-prime firm wins a Future Interceptor development slot.
