The Navy is buying fighter capacity as an option on private money. It added $150M to Shield AI's X-BAT, matched dollar for dollar, with no new competition.
On Oct 8 Shield AI said the Navy added $150M to its existing other transaction agreement for X-BAT, an autonomous fighter that has not yet flown. The money comes from the Defense Exportability Features program, not a Navy program line. Shield AI matches it with $150M of its own, taking public and private commitments to $400M. Flight testing is planned later in 2026.
GeekWire reported a 420,000 square foot plant in Des Moines, Washington, production from 2028 and about 150 jets a year by the early 2030s. Also on Oct 8, Raytheon won a multi-year SM-3 Block IB award worth up to $6.3B, running to 2034, to replace interceptors used in combat.
The layer moving is capital. Government funds a privately built jet through an existing agreement instead of paying for development up front, and the builder keeps the design rights.
