JUDGMENT OF RECORD ·
Free consumer AI is shrinking to the cheapest model. Google cuts free Gemini to Flash-Lite on Oct 9, a sign serving top models is still too costly to give away.
Google's Gemini help page says that from Oct 9 users without a plan get only Flash-Lite. AI Plus at $4.99 a month keeps Flash but loses Pro. Pro moves to the AI Pro and AI Ultra tiers, and Deep Think stays with Ultra. Higher effort settings draw down usage limits faster. Notebookcheck reported the change Oct 5.
The paywall is the opposite of the ad route OpenAI chose for free ChatGPT users. Google now asks free users to pay for anything above its lightest model. In commerce, Uber agreed Oct 6 to pay $2.3B in cash for ezCater, which booked over $2.5B in the last 12 months.
The layer moving is behavior. Free users now meet a quality ceiling, so habits can form around whichever app gives more away. Cost Collapse governs and stays Inactive: if serving top models were near free, Google would not gate them. Confidence is Medium. The tiers are on Google's own page, but Google states no cost reason and usage data is private.

WHAT WOULD PROVE THIS WRONG
