Platforms are billing for routes they once left free. WhatsApp now charges for customer care messages, and Google Play fees on outside payments began Oct 1.

From Oct 1 Meta charges per message for WhatsApp service messages, free since November 2024, and for utility replies inside the 24 hour care window, free since July 2025. Meta's own Business Agent is billed at $2 per million tokens, about 4 to 5 cents a message. Conversations that start from Click to WhatsApp ads stay free for 72 hours.

Also on Oct 1, Google Play developers in the US external link and alternative billing programs began reporting those sales and paying service fees. Apple's EU terms took effect the same day: 26% standard on in app purchase, 20% on alternative payment, 15% on web links, and a 5% fee on alternative distribution.

The layer moving is distribution. Each platform now prices the exit and the support channel, and ties the free path to its own ads. Distribution Capture governs. Confidence is Medium: the terms sit on the platforms' own pages, but revenue impact is undisclosed.
