Device owners now set the terms for AI agents. Apple will require explicit consent for full Mac access, and Meta answered by opening its own Muse hardware.

Apple told developers on Oct 2 that it will add controls so users can grant Full Disk Access only through very explicit action. It said some developers expose files, mail, messages and browsing history without users' full knowledge, and that risk grows as agents become more autonomous. The move followed user complaints that Meta's Muse agent read private messages. Apple gave no rollout date.

The same day Meta released Muse Gadgets, open firmware and a Linux SDK to connect its agent to custom hardware, and built 5,000 Muse Home Link devices for subscribers. On Oct 3 Bitchat left Apple and Google stores in India after a government order. Stores remain the switch.

The layer moving is distribution. An agent is only as useful as the data the operating system lets it reach. Distribution Capture governs. Confidence is Medium: Apple's notice is official, but the final controls are unpublished.
