The quickest new nuclear is inside existing reactors. Google is funding 890MW of uprates at 11 PJM units, years before the first small reactor in Texas.
On Oct 6 Constellation and Google signed a 20-year power purchase agreement to fund $4.3B of uprates at 11 reactors in Illinois, Pennsylvania and New Jersey. The work adds 890MW by 2032, with the first uprate due in 2028. A separate 15-year deal covers 2,700MW of the existing PJM fleet. Prices were not disclosed. Constellation shares rose almost 14% that morning, per Utility Dive.
Google says the deal adds supply without passing costs to residential customers, and Constellation calls it a response to PJM's Bring Your Own Power proposal. On Oct 7 Blue Energy was reported to have filed the first small reactor interconnection request with ERCOT: up to 1.5GW at Port of Victoria, with the first reactor in 2033.
The layer moving is infrastructure. Uprates add firm power on sites that already hold permits and grid connections, so hyperscalers buy capacity years sooner than new builds allow. Distribution Capture governs: buyers are locking existing nuclear output under long contracts. Confidence is Medium: terms are public, but FERC has not ruled on PJM's self-supply rules.

Constellation delays the first Google-linked uprate past 2028, or PJM's final rules refuse to count uprates as a large load's own new capacity.
