AI campuses are now planned around their own power plant, and the build runs a decade. AWS filed for 36 data centers on a 4.5GW gas plant, phased to 2036.
Amazon Data Services filed a preliminary land development plan with Indiana County, Pennsylvania, reported Oct 5 and 6. It covers 36 two level buildings on about 1,100 acres at the Homer City Energy Campus, site of a 2GW coal plant closed in 2023. A 4.5GW gas plant under construction there would power it, with over 1GW returned to the grid. Construction starts December 2026. The last of four phases starts January 2032 and ends June 2036.
Other builders show the same pattern. On Oct 5 Applied Digital energized 75MW more at Ellendale, North Dakota, taking the campus to 250MW, fully leased to CoreWeave. On Oct 7 Digital Realty's Japan joint venture began a 24MW Osaka building due in late 2028. Context: AWS pledged $1B to host communities on Oct 2 as more than 100 local moratoriums are weighed.
The layer moving is infrastructure. A campus that carries its own generation skips the utility queue, so the power plant becomes part of the data center asset.
