Grid permits, not chips, now set when AI backlog becomes revenue. Oracle and OpenAI's $15B Wisconsin campus likely slips to mid 2028 on power approval.
An Aterio analysis reported Sept 30 puts full power at the Port Washington, Wisconsin campus in October 2028 in its base case, against a plan for late 2027. Vantage is building it for Oracle and OpenAI. The site needs 1.3GW. Wisconsin regulators withdrew a completeness finding on the grid connection filing in August, and ATC refiled in September. The Register reported Oct 2 that a delay could add over $100M a year in financing cost. Oracle guides up to $95B of FY2027 capex.
Builders are routing around the grid. On Oct 1 JERA, Dell and RHAELM signed a nonbinding $15B plan for a 400MW site beside a JERA gas plant in Chiba, pitched as years ahead of a grid connected timeline. On Oct 2 OpenAI, SoftBank, Blackstone and QTS formed a lobbying alliance with seven unions to fight state bans. On Oct 4 the Inquirer reported investors cooling on data center IPOs.
The layer moving is infrastructure. Chips are bought; utility interconnection now decides when contracted capacity bills. Distribution Capture governs: owners of approved power hold the calendar. Confidence is Medium: the delay estimate rests on one research firm, and Oracle has not responded.

WHAT WOULD PROVE THIS WRONG
Wisconsin regulators approve ATC's Port Washington grid connection by March 31, 2027 and Vantage confirms full power before Jan 1, 2028, or Oracle reports no revenue timing change from power delays in its next two quarterly reports.
