JUDGMENT OF RECORD ·
Phone makers can now route cross-border dollars around banks and card networks. Samsung Wallet adds USDC transfers on 82 million US Galaxy devices this month.
On Oct 7 the Solana Foundation said Samsung Wallet will send and hold USDC natively on 82 million US Galaxy devices, launching the last week of October. The Block reported Samsung charges no fee of its own and that bank payouts reach more than 60 countries in local currency. Decrypt reported fees were not disclosed. Circle was not named as a partner.
On Oct 8 the President and Vice President renewed support for the Credit Card Competition Act, per the Wall Street Journal. It would make banks over $100B in assets offer a second network outside Visa and Mastercard. Visa rose 0.8% that day to $375.10. In January the same push cut Visa 4.5%.
The layer moving is distribution. The default wallet of the largest Android maker becomes a remittance rail, so the device, not the bank, owns the first screen for cross-border dollars. Distribution Capture governs. Confidence is Medium: the launch is primary, but fees, limits and volumes are not public.

WHAT WOULD PROVE THIS WRONG
Samsung delays USDC transfers past Nov 30, 2026, or launches them only through a partner bank account rather than inside the wallet.
