JUDGMENT OF RECORD ·
Community banks will get stablecoins from their core processor, not from crypto firms. Fiserv put Roughrider Coin live for 90+ North Dakota banks.
Fiserv said on Oct 1 that its digital asset platform is live with bank clients. The first use is Roughrider Coin, a dollar backed stablecoin from the Bank of North Dakota for transfers among more than 90 banks and credit unions in the state. VersaBank issues and holds reserves, Fireblocks runs token infrastructure, and the coin settles on Solana. Banks reach it inside Commercial Center, Fiserv's existing online banking system.
A rival route went live a day earlier. OUSD launched Sept 30 with $1B of liquidity from Coinbase, Mastercard, Shopify, Stripe and Visa, issued by Stripe's Bridge, with nearly all reserve interest paid to partners after a fee. As context, Coinbase and Citi announced stablecoin business accounts on Sept 28.
The layer moving is distribution. Small banks adopt what their core vendor ships, so the processor decides which token they use first. Fiserv serves about 10,000 institutions. Distribution Capture governs. Confidence is Medium: the launch is on Fiserv's own release, but volumes and fees are undisclosed.

WHAT WOULD PROVE THIS WRONG
Fiserv names no second live issuing institution on its digital asset platform by June 30, 2027, or North Dakota banks route most interbank token volume outside Fiserv.
