Megacampus delay risk is moving onto developers and lenders. Oracle's force majeure notice on Jupiter shows who pays when the power arrives late.
Oracle sent a force majeure notice to Blue Owl on Sept 24 over Project Jupiter, the 2.45 GW Stargate campus in New Mexico. The notice lets Oracle delay payments if the site misses its 2028 date. The gas pipeline meant to power it is now expected Feb 1, 2027, nearly six months late, after repeated permit rejections.
Oracle says it is not exiting and the schedule holds. Blue Owl says its financial commitments are unchanged. The mechanism is the point: the tenant has shifted power delivery risk to the landlord and its financiers. Future campus leases will price that risk.
Buyers are hedging the same way. CNBC reported on Sept 23 that OpenAI and Anthropic are seeking 20 to 30 MW sites, likely for inference, in the US, UK and Nordics. Small sites connect sooner. The governing signal is Distribution Capture.
