New AI capacity money is going where power is easy to get. This week's largest commitments landed in the Gulf and China while Texas froze 49.8 GW.
Microsoft pledged $10B to Gulf states by 2030 on Sept 23, including $2B of new spending. Alibaba committed $53B over three years on Sept 22 toward 20 GW of capacity by 2032, and unveiled its own Zhenwu V900 chip for Q1 2027.
The US moved the other way. The Texas permit pause now covers about 49.8 GW of projects until an audit in December. Capital is not slowing. It is choosing sites by power access.
OpenAI cut GPT-6 API prices about 2x on Sept 22 to 23. Cheaper tokens raise demand for serving capacity, which makes power access worth more. The governing signal is Distribution Capture.
